The board of regents of the university and community college system of Nevada has approved the inclusion of classes in "centerpiece creation" and "balloon decorating" in the 1999 schedule. Dave Scott, a 16-year balloon industry veteran, and Doug Daley, both of Center Stage Productions of Las Vegas, will teach the courses in planning events and creating designs using balloons and related material.
